What Sean said, while interesting, isn't true. That's not the actual reason as we find out later. Another thing is that, having now gotten all of the endings and reading an analysis, I've come to realize that this game has the deepest plot you will ever find in any form of entertainment, whether it be TV, movie, book, etc. The amount of detail is just stunning. The violence isn't all that present, as the whole "scary" feeling comes from the music and setting. And the violence isn't gratuitous in the least. An example of this is that it is implied that a man was horribly mangled, but all you see are his legs and a bit of blood on the floor, as the rest is covered by a fridge door. But that said, the game can't be recommended to anyone under 17. In response to Samwise:

Many have pointed that this game shows what happens when human nature goes wrong, but why do we have to torture ourselves by watching it? The Bible tells us to be children to evil. We don't need to find out every evil act that can be committed. There are many other games that teach morals without being polluted by filth. She can't see any of the monsters the adults see, which can be assumed is because of her child-like innocence. The story could be said to be about one man combatting his own sinful nature, and contrasts innocene with sin, pointing toward how sin can lead one down the wrong path. If a were to play a Silent Hill game, Silent Hill 2 would be the one I would most highly reccomend.
